I.e. the right to a free press is actually a "liberty"; if you print and distribute material, the government may not stop you. As compared to a "right" to a free press, whereby the government is entitled to provide you with a printing press and a team of newsies to sell your publications to passersby.<br /><br />I think healthcare in that sense is a "liberty".
